Raipur: Chief Minister Vishnu Deo Sai has asserted that India is advancing towards becoming a strong, self-reliant and developed nation under Prime Minister Narendra Modi’s leadership, with Chhattisgarh determined to play a significant role in achieving the national vision of Viksit Bharat by 2047.
Addressing the Seva Sankalp Conclave – Janseva Ka Sankalp, Chhattisgarh Ka Bhavishya, organised by Asian News in Raipur on Friday, October 9, Sai reflected on the Prime Minister’s 25 years of public service, the transformation of India’s international standing and the Chhattisgarh government’s commitment to inclusive development.
“Under Prime Minister Narendra Modi’s leadership, the dream of a strong, self-reliant and developed India is rapidly becoming a reality. India has established itself as a powerful and influential nation, and its economic progress has earned it a place among the world’s leading economies,” the Chief Minister said.
Sai described Modi’s completion of 25 years in executive public office, first as Gujarat Chief Minister and subsequently as Prime Minister, as a remarkable journey of service, good governance and determination.
Recalling Modi’s appointment as Gujarat Chief Minister in 2001, Sai said the state was then struggling with the devastating consequences of an earthquake. Modi not only guided reconstruction efforts but also established a development model that subsequently attracted national attention.
He said the same commitment to administrative efficiency, public welfare and long-term planning became central to Modi’s leadership after assuming the office of Prime Minister in 2014.
The Chief Minister also recalled his personal association with Modi, particularly during his tenure as a Union Minister of State in the Central government.
Sai said the Prime Minister had maintained a longstanding relationship with Chhattisgarh and had spent considerable time understanding the conditions and aspirations of people living in remote regions, including Bastar.
“Prime Minister Modi considers the country’s 140 crore citizens his family. His guiding principle of Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas has become the foundation of India’s development journey,” Sai observed.
Referring to national security, the Chief Minister said India had demonstrated its determination to protect national sovereignty and security through decisive measures.
He cited surgical strikes and Operation Sindoor as examples of the country’s strengthened security posture.
“The new India does not provoke anyone, but it knows how to respond when its security, dignity and sovereignty are challenged,” Sai said while emphasising the importance of national confidence and preparedness.
The Chief Minister also praised India’s response to the COVID-19 pandemic, describing the development and distribution of vaccines as an example of scientific capability combined with humanitarian responsibility.
He said India’s efforts had helped protect millions of citizens while extending assistance to other countries during a global health emergency.
According to Sai, the Prime Minister’s commitment to public service continues to inspire the Chhattisgarh government in its efforts to improve living standards and expand opportunities for citizens.
Turning to Bastar, the Chief Minister said the region was undergoing a historic transformation as sustained security operations and development initiatives weakened the influence of Naxalism.
He recalled that after assuming office, he attended a meeting of Naxal-affected states convened by Union Home Minister Amit Shah in January 2024.
At that time, he said, a substantial portion of the country’s remaining Naxal problem was concentrated in Chhattisgarh.
Sai credited the leadership of Prime Minister Modi, the determination of Home Minister Shah, effective coordination between the Centre and the state, and the courage of security personnel for the progress achieved.
“For decades, Naxalism remained the biggest obstacle to Bastar’s development. Today, with peace returning to previously affected areas, new doors of development, prosperity and opportunity are opening for the people,” the Chief Minister said.
He explained that villages where development activities had once been difficult were now witnessing improvements in roads, electricity, mobile connectivity, education, healthcare and other essential services.
The government, he said, was determined to ensure that Bastar emerged as a region recognised for peace, opportunity and economic progress.
“Our commitment is to ensure that Bastar enters a new era of peace, confidence and development. Every family must receive the benefits of progress, and every young person must have opportunities to build a better future,” Sai emphasised.
Discussing the state’s economic potential, Sai said Chhattisgarh possessed abundant natural resources, fertile agricultural land and a hardworking population.
He highlighted the state’s reserves of coal, iron ore, tin and other minerals, along with the potential availability of valuable resources such as diamonds and gold.
The Chief Minister said these resources could support industrial expansion, employment generation and long-term economic growth if utilised responsibly and efficiently.
He also emphasised the importance of transparency in mineral administration, noting that the government had expanded digital processes to improve revenue collection and reduce opportunities for corruption.
According to Sai, mineral revenue had increased during the preceding two-and-a-half years, while technology-based reforms were helping simplify administrative procedures.
“Chhattisgarh is blessed with natural wealth, fertile land and hardworking people. The saying ‘Chhattisgarhiya Sable Badhiya’ reflects the simplicity, dedication and capabilities of our people. With these strengths, we will contribute significantly to building a developed India by 2047,” he said.
Women’s empowerment occupied a prominent place in the Chief Minister’s address.
Sai described the Mahtari Vandan Yojana as one of the state government’s most important welfare initiatives, providing monthly financial assistance of ₹1,000 directly into the bank accounts of eligible women.
He said the 32nd instalment of the scheme had been released from Durg a day earlier.
The Chief Minister shared experiences from his visits across the state, where he had interacted with beneficiaries who were using the financial assistance for their children’s education, household needs, savings and income-generating activities.
Some women, he said, had purchased sewing machines after saving their monthly assistance and were now earning additional income.
Others had opened Sukanya Samriddhi accounts to secure their daughters’ future.
“Mahtari Vandan Yojana is not merely a financial assistance programme. It has become a means of strengthening women’s confidence, dignity and economic independence. The happiness visible on the faces of our mothers and sisters is the greatest satisfaction for our government,” Sai said.
He emphasised that empowering women economically also strengthens families and contributes to broader social development.
Addressing agricultural development, Sai reiterated the government’s commitment to improving farmers’ incomes and strengthening Chhattisgarh’s agricultural economy.
He said the state, widely known as the Rice Bowl of India, continued to place farmers at the centre of its development priorities.
The government was procuring up to 21 quintals of paddy per acre at ₹3,100 per quintal, he said.
Sai also recalled the payment of two years of pending bonuses to farmers following the formation of his government.
To strengthen agricultural infrastructure, irrigation projects worth more than ₹11,000 crore had been approved, while cooperative banks were providing agricultural loans at zero per cent interest.
The Chief Minister said the government was also working to ensure the timely availability of improved seeds, fertilisers and other agricultural inputs.
“Our farmers are the providers of food and the foundation of Chhattisgarh’s economy. Our objective is to make agriculture more profitable, strengthen irrigation facilities and ensure that every farmer moves towards prosperity,” Sai said.
Housing for economically disadvantaged families was another major subject of the address.
Sai recalled that Prime Minister Modi had consistently prioritised the welfare of poor households through initiatives providing permanent housing, toilets, cooking gas connections and other basic amenities.
He said these programmes had improved living conditions and strengthened dignity, particularly for women.
The Chief Minister highlighted the Chhattisgarh government’s decision during its first Cabinet meeting to approve 18 lakh houses under the Pradhan Mantri Awas Yojana.
He said approximately 1,600 houses were being constructed every day across the state.
“Our government is committed to ensuring that no eligible poor family in Chhattisgarh remains deprived of a permanent home. Housing is not merely about constructing walls and roofs; it is about providing security, dignity and a better future,” Sai said.
He reiterated that the welfare of poor families, farmers, women, young people and disadvantaged communities remained central to the government’s policies.
The Chief Minister said transparency, good governance, administrative accountability and public participation would remain essential to achieving the state’s development objectives.
He expressed confidence that Chhattisgarh would emerge as an important contributor to India’s economic and social progress over the coming decades.
During the conclave, Sai also felicitated Sanju Devi, a gold medallist at the Asian Games, along with distinguished individuals and achievers from various fields.
He congratulated the award recipients and appreciated their contributions, describing their achievements as an inspiration for the younger generation.
Skill Development Minister Guru Khushwant Saheb, State Gau Seva Commission Vice-Chairman Rajiv Lochan Ji Maharaj, public representatives, distinguished guests and Asian News officials attended the programme.
The Chief Minister concluded by reaffirming the state government’s commitment to building an economically strong, socially inclusive and self-reliant Chhattisgarh through sustained development and public welfare initiatives.
“Our resolve is to connect every citizen with opportunities for development and build a prosperous, self-reliant and developed Chhattisgarh. Under Prime Minister Narendra Modi’s guidance, we will continue moving forward with good governance, transparency and public welfare as our guiding principles,” Sai said.
