Raipur: Chief Minister Vishnu Deo Sai on Wednesday October 7, 2026 attended the ‘Seva Ke Rang, Rashtra Ke Sang’ programme at Balbir Singh Juneja Indoor Stadium in Raipur, where a special light-and-sound presentation, ‘Namo Seva Gatha’, portrayed different stages of Prime Minister Narendra Modi’s journey from struggle and public service to leadership at the national level.
The programme was organised under the month-long Seva Sankalp Abhiyan, being held from September 17 to October 17.
October 7 marks 25 years since Narendra Modi first assumed office as Gujarat Chief Minister on October 7, 2001. He served as Gujarat Chief Minister before becoming Prime Minister in 2014. Programmes under the Seva Sankalp campaign are being held across the country around this milestone.
Addressing the gathering, Sai described Modi’s years in government as a journey devoted to service, governance, public welfare and nation-building.
🔴 “Prime Minister Narendra Modi’s 25-year journey is an inspiring story of service, good governance, public welfare and dedication to nation-building.”
Sai said Modi had consistently placed national interest at the centre of his work and sought to take the country forward through the principle of Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas.
He said welfare initiatives had placed the poor, farmers, young people, women and disadvantaged sections at the centre of governance and sought to extend development to people at the grassroots.
Citizens Have a Role in Viksit Bharat and Viksit Chhattisgarh
Sai said the Prime Minister had placed before the country the goal of making India a developed nation by 2047. Achieving that objective, he said, could not remain solely the responsibility of governments.
🔴 “The resolve to build a developed India is not the responsibility of governments alone; it is the collective responsibility of every citizen. Along with building a Viksit Bharat, we must move forward with our full strength and determination towards building a Viksit Chhattisgarh.”
The Chief Minister urged people to recognise their individual role in the larger development process and contribute through their respective fields of work.

He said Chhattisgarh’s progress would be integral to the national development objective and called for collective participation in taking the state forward.
‘Namo Seva Gatha’ Presents Modi’s Journey
A major attraction of the programme was the ‘Namo Seva Gatha’ light-and-sound show, which presented different phases of Modi’s life and political journey through a combination of visual presentation, music and performance.
Sai said the presentation provided an opportunity to understand the Prime Minister’s struggles, commitment to public service and approach towards nation-building.
🔴 “Prime Minister Modi’s life is particularly inspiring for the younger generation. His journey from ordinary circumstances to leading the country demonstrates that when determination is strong and the objective is public service, even the greatest challenges can be transformed into opportunities.”
The programme also incorporated cultural performances and large visual presentations centred on service, national development and public participation.

Seva Sankalp Abhiyan to Continue Until October 17
Sai said Chhattisgarh was observing the Seva Sankalp Abhiyan from September 17 to October 17.
According to the Chief Minister, the month-long initiative has been connected with public participation through a series of activities focusing on service, cleanliness, social responsibility and nation-building.
🔴 “The purpose of the campaign is to take the spirit of service, cleanliness, social responsibility and nation-building to every citizen. I appeal to the people of Chhattisgarh to participate actively in this campaign.”
Similar Seva Sankalp activities are being organised in different parts of the country during the month-long campaign.
Bastar Entering a New Phase, Says Sai
Turning to Bastar, Sai said conditions were changing in areas that had remained affected by Maoist violence for decades.
He credited the Centre’s approach under Modi, Union Home Minister Amit Shah’s strategy, the efforts of security forces and cooperation from local communities for progress against Left-Wing Extremism.
The Chief Minister said areas where development had once been difficult to take forward were increasingly being connected with roads, education, healthcare, communications and government welfare programmes.
🔴 “Our resolve is that every citizen of Bastar should become part of the mainstream of development and that the youth of Bastar should receive better opportunities in education, skills, employment and entrepreneurship.”
Sai said peace, development and public confidence were opening a new chapter for Bastar and stressed that the benefits of changing security conditions should translate into greater opportunities for local communities.
Farmers’ Prosperity a Priority
Sai also spoke about agriculture and rural development, saying the Centre and the Chhattisgarh government were working towards improving farmers’ economic position.
He said efforts were being made to increase agricultural incomes, connect farming with modern technology and strengthen the rural economy.
🔴 “The prosperity of farmers is our priority. Our governments at the Centre and in the state are working with commitment for farmers’ interests, increasing incomes, modernising agriculture and strengthening the rural economy.”
The Chief Minister said agriculture remained central to Chhattisgarh’s economy and that improving farmers’ economic security would have wider implications for rural development.
Mahtari Vandan and Women’s Economic Empowerment

Women’s economic participation also figured prominently in Sai’s address.
He said around 68 lakh eligible women in Chhattisgarh were receiving financial assistance of ₹1,000 every month under the Mahtari Vandan Yojana.
According to Sai, more than ₹20,000 crore had been provided under the scheme so far.
🔴 “The assistance provided through Mahtari Vandan is putting economic strength directly into the hands of women and is also strengthening their participation in decisions within their families.”
Sai said women’s empowerment was an important component of the state’s development agenda and linked their financial independence with broader social progress.
₹51,000 Crore Railway Works Under Way in Chhattisgarh
Infrastructure and connectivity formed another major part of the Chief Minister’s address.
Sai said railway expansion and modernisation projects worth approximately ₹51,000 crore were under way in Chhattisgarh.
He said 32 railway stations in the state were being redeveloped under the Amrit Bharat Station Scheme.
The Chief Minister said new railway projects and modernisation of stations would improve passenger facilities while strengthening connectivity with remote areas of the state.
🔴 “Better rail connectivity will not only provide improved facilities to passengers but will also give fresh momentum to industry, trade, tourism and employment opportunities in Chhattisgarh.”
Sai said stronger transport infrastructure was particularly important for integrating distant areas with economic centres and creating new opportunities for business and employment.
Development Push Across 6,691 Tribal Villages
The Chief Minister also highlighted initiatives aimed at tribal communities.
Sai said 6,691 tribal villages in Chhattisgarh were being covered under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, with efforts focused on strengthening housing, roads, education, healthcare, drinking water, electricity and livelihood facilities.
He said improved access to infrastructure and government schemes was helping families in remote tribal areas connect more closely with public services.
🔴 “Tribal society is the pride of our culture and traditions. Our effort is to ensure that tribal regions are not merely participants in the development journey but emerge as important centres of Chhattisgarh’s progress.”
Sai said development should respect tribal culture and traditions while expanding opportunities in education, healthcare, infrastructure and livelihoods.
Singapore Visit and Chhattisgarh’s Investment Push
Sai also referred to his recent Singapore visit and the state government’s efforts to attract international investment.
He said India’s growing global profile was creating opportunities for states such as Chhattisgarh to engage directly with international investors and institutions.
According to Sai, representatives of 15 major companies participated in one-to-one discussions during the Singapore engagements and expressed interest in investment possibilities in Chhattisgarh.
The Chief Minister said the state’s new industrial development policy, administrative reforms and investment-friendly environment were intended to position Chhattisgarh as an attractive destination for industry.
🔴 “Our objective is not merely to establish industries. Investment should create new employment opportunities for the youth, strengthen the local economy and help develop Chhattisgarh as an important centre of modern industry, technology and innovation.”
Sai said a developed Chhattisgarh would have an important role in achieving the larger objective of Viksit Bharat.
🔴 “Our goal is to build a Chhattisgarh that is prosperous and self-reliant and that makes a leading contribution to the country’s development journey.”
Brijmohan Agrawal Calls for Citizens’ Participation
Raipur MP Brijmohan Agrawal, addressing the programme, said India was moving forward in the areas of development, self-reliance and its global standing.
He said the Viksit Bharat 2047 objective was not solely a government programme but a national goal requiring citizens to participate through their respective professions and responsibilities.
Agrawal congratulated Modi on the completion of 25 years since he first assumed office as a head of government and extended his wishes for his health and long life.
Guru Khushwant Saheb Highlights Development Initiatives
Cabinet Minister Guru Khushwant Saheb said the country had witnessed developments across defence, the economy, infrastructure, cleanliness, self-reliance and public welfare.
He referred to initiatives ranging from the Swachh Bharat Mission to Viksit Bharat 2047 and said public participation remained central to achieving national development objectives.
MLAs Sunil Soni and Motilal Sahu, District Panchayat president Naveen Agrawal, former State Women’s Commission chairperson Harshita Pandey, other public representatives, dignitaries and a large number of citizens attended the programme.
