Raipur: Under the leadership of Chief Minister Vishnu Deo Sai, the Chhattisgarh government is taking a significant step towards bringing good governance to the masses and ensuring that every eligible family receives the benefits of government schemes. With this objective, the state government is launching the ‘Sughghar Chhattisgarh’ campaign.
The campaign will be a comprehensive program aimed at achieving saturation in 31 key beneficiary-oriented schemes across 23 districts of the state, thereby imparting new strength to the reach, effectiveness, and transparency of these schemes.
Chief Minister Vishnu Deo Sai stated that the foundation for building a developed Chhattisgarh lies not merely in infrastructure development, but in ensuring the effective and timely delivery of government schemes to every family. The government’s aim is not just to run schemes, but to ensure that their positive impact is visible in the lives of every family.
He added that the state government’s priority is to establish a governance system where citizens do not have to run from pillar to post to avail the benefits of schemes; instead, the administration itself reaches out to eligible beneficiaries and connects them with the schemes. ‘Sughghar Chhattisgarh’ is an extension of this very vision. New Initiative Inspired by the Success of ‘Niyad Nellanar’
Launched in the Bastar division in 2024, the ‘Niyad Nellanar’ scheme has built a new bridge of trust between the government and the public. Through convergence-based service delivery, the scheme strengthened the government’s presence in remote and sensitive areas and ensured that welfare schemes reached eligible beneficiaries.
Given its success, the scheme was expanded to 10 districts as ‘Niyad Nellanar 2.0’. Now, the ‘Sughghar Chhattisgarh’ campaign is being launched to implement this successful model across the state’s remaining 23 districts.
This campaign will operate across 23 districts within the Raipur, Bilaspur, Durg, and Sarguja divisions, working to connect rural families with various government welfare schemes. The ‘Sughghar Chhattisgarh’ campaign covers the following districts: Raipur, Balodabazar-Bhatapara, Dhamtari, and Mahasamund (Raipur division); Bilaspur, Korba, Janjgir-Champa, Mungeli, Raigarh, Sakti, Gaurela-Pendra-Marwahi, and Sarangarh-Bilaigarh (Bilaspur division); Durg, Balod, Bemetara, Kabirdham (Kawardha), and Rajnandgaon (Durg division); and Sarguja, Koriya, Surajpur, Balrampur-Ramanujganj, Jashpur, and Manendragarh-Chirmiri-Bharatpur (Sarguja division).
Moving from Good Governance to Saturation
The core objective of the ‘Sughghar Chhattisgarh’ campaign is to bring schemes from various departments onto a unified platform and ensure that eligible beneficiaries receive 100% of the intended benefits.
By establishing convergence among various departments, the ‘Sughghar Chhattisgarh’ campaign will develop a system where information regarding schemes—including eligibility criteria, implementation progress, and saturation status—is available in an integrated manner. Saturation of 31 Public Welfare Schemes
The campaign encompasses 31 key schemes related to social security, housing, employment, food security, health, education, women’s empowerment, agriculture, skill development, and basic civic services.
These include the MGNREGA Job Card, Pradhan Mantri Awas Yojana (Gramin), National Rural Livelihood Mission, Jal Jeevan Mission, Ration Cards and Pradhan Mantri Garib Kalyan Anna Yojana, Ayushman Bharat Yojana, Old Age Pension, Widow Pension, Disability Pension, Pradhan Mantri Kisan Samman Nidhi, Kisan Credit Card, Soil Health Card, Pradhan Mantri Matru Vandana Yojana, Janani Suraksha Yojana, Mission Indradhanush, Mahtari Vandan Yojana, Jan-Dhan Yojana, Skill Development Schemes, Shram Card, Forest Rights Lease (Patta), Aadhaar Card, and various certificate services.
The objective of these schemes is to provide families with opportunities for social security, economic empowerment, and an improved standard of living.
CHiPS to Develop a State-of-the-Art Digital Dashboard
One of the campaign’s most significant features will be a technology-driven monitoring system.
An integrated ‘Sughghar Chhattisgarh Dashboard’ will be developed by the Chhattisgarh Infotech Promotion Society (CHiPS). This dashboard will display the real-time progress of schemes at the state, divisional, district, block, Gram Panchayat, and village levels. Information regarding the saturation status of each scheme, the number of remaining beneficiaries, and the percentage of progress will be available on the dashboard. This will make the decision-making process faster, more transparent, and result-oriented.
Campaign to be Conducted in Three Phases
The campaign will be implemented systematically in three phases. The first phase will involve a village-wise baseline survey and data mapping. Potential families will be identified based on the PDS database and departmental statistics, and a scheme-wise baseline will be prepared.
In the second phase, special saturation camps will be organized at the village, cluster, and block levels. Through these camps, eligible beneficiaries will be linked to the schemes, and the availability of necessary documents and services will be ensured.
In the third phase, the progress of the schemes will be assessed through a process of continuous monitoring, review, and evaluation, and corrective measures will be taken as required.
District Administration to Play a Pivotal Role
The district administration will play a crucial role in the successful execution of the campaign.
The District Collector will serve as the head of implementation at the district level and oversee the entire process, including baseline surveys, the organization of camps, and the achievement of saturation targets.
The Divisional Commissioner will conduct quarterly reviews at the divisional level, while a state-level committee chaired by the Chief Secretary will regularly evaluate the campaign’s progress.
‘Sughghar Chhattisgarh’ is a convergence-based program. There is no need to create a separate budget head for it; the concerned departments will utilize their approved scheme funds.
Additionally, necessary resources will be mobilized through convergence involving CSR, the District Mineral Foundation (DMF), and other institutional sources.
A New Chapter Towards a Developed Chhattisgarh
Chief Minister Shri Vishnu Deo Sai stated that ‘Sughghar Chhattisgarh’ is a comprehensive initiative for citizen-centric good governance. Its objective is to ensure effective access to opportunities for development, dignity, security, and prosperity for every family.
He remarked that the vision of a ‘Sughghar Chhattisgarh’ (Beautiful/Prosperous Chhattisgarh) and a ‘Viksit Chhattisgarh’ (Developed Chhattisgarh) will truly be realized only when every government scheme reaches the last person in line, and every eligible family experiences positive changes in their lives by availing the benefits of these schemes. By setting new benchmarks for good governance in the state, this campaign will make the journey of development even more inclusive, effective, and people-centric.
