Raipur: Police have registered an FIR against contractor Sheikh Nizamuddin alias Nikki Khan over allegations of taking money from three PM-JANMAN housing beneficiaries and failing to complete their homes in Kabirdham district. Announcing the action on Friday, October 23, 2026, the state government said the case follows directions from Deputy Chief Minister and Kawardha MLA Vijay Sharma to protect beneficiaries from fraud and misuse of housing assistance.

Complaint Alleges ₹2.40 Lakh Taken from Three Beneficiaries

According to the official release, Rajim Dhurve, a resident of Duldula village under Benda gram panchayat in Bodla development block, lodged a complaint at Chilphi police station.

Houses had been sanctioned under the scheme in the names of Rajim Dhurve, his elder brother Sonelal Dhurve and their neighbour Chhirvaiya Dhurve.

The complaint alleges that the contractor took ₹80,000 from each beneficiary—a total of ₹2.40 lakh—but did not complete the construction. It further alleges that he failed to return the money when asked.

Chilphi police registered the FIR under Section 318(4) of the Bharatiya Nyaya Sanhita, 2023, the release stated.

Sharma Warns Against Misuse of Housing Assistance

Deputy Chief Minister Sharma said the government was committed to ensuring that eligible families received permanent homes and that their assistance was protected.

“Those who defraud beneficiaries in the name of housing construction and misuse their money will not be spared,” Sharma said.

He emphasised the priority being given to housing for Particularly Vulnerable Tribal Group families living in remote forest areas.

“The government’s intention is that no needy family should remain without a permanent house. Under Prime Minister Narendra Modi’s leadership, priority is being given to providing permanent homes to Particularly Vulnerable Tribal Group families, especially those living in remote forest regions,” he said.

Three Contractors Now Face FIRs

The latest complaint follows two earlier cases involving alleged irregularities in PM-JANMAN housing construction in Kabirdham.

Baisakhu Baiga of Amanara village lodged an FIR against contractor Tumesh Gond at Taregaon Jungle police station. In another case, Devsingh of Rajadhar village lodged an FIR against contractor Kumar Meravi at Chilphi police station.

According to the official release, the three cases together involve allegations of ₹7.49 lakh being taken from beneficiaries without the contracted construction being completed or the money returned.

Beneficiaries Seek Completion of Homes and Return of Funds

The complaints centre on housing assistance allegedly handed to contractors for construction that remained unfinished.
