The High Court of Chhattisgarh Celebrates its Silver Jubilee

Raipur: The Silver Jubilee Celebrations of the Chhattisgarh High Court were held under the chief patronage of His Excellency Governor Ramen Deka on Saturday September 27, 2025.

The guests inaugurated the program by lighting a lamp. High Court judges welcomed and felicitated Chief Guest Governor Ramen Deka, Chief Minister Vishnu Deo Sai, and Union Minister of State Tokhan Sahu by presenting them with saplings and mementos.
Deputy Chief Ministers Arun Saw and Vijay Sharma, Finance Minister Mr. OP Choudhary, Law Minister Gajendra Yadav, and former Governor Ramesh Bais were also present on the occasion.

A souvenir dedicated to the Silver Jubilee celebrations was also released at the event.

Chief Guest Governor Deka said, “It is a matter of great honor and pride for me to address all of you on this glorious occasion, the Silver Jubilee celebrations of the Chhattisgarh High Court. When the state of Chhattisgarh was established on November 1, 2000, it marked a new beginning in the field of governance as well as justice. With the birth of this state, this great institution, the Chhattisgarh High Court, Bilaspur, was established. Since then, this court has stood as An interpreter of civil rights, and guardian of justice.
He called for strengthening the judiciary’s ethics and reducing the backlog of cases. He said that justice should not only be available to the poor and common people in villages. meaningful.”
Governor Deka said, “We gratefully salute the visionary personalities and founders who laid the foundation of this Court. The first Chief Justice, Hon’ble Justice W.A. Shishak, and his successors endowed this newly formed Court with dignity, credibility, and a strong judicial tradition.
Similarly, the dedication and hard work of advocates, court officials, and staff have sustained this institution for twenty-five years. During these years, the Court delivered judgments on It adopted a sensitive approach to Chhattisgarh’s unique identity—its forests, minerals, culture, and underprivileged communities.

By striking a balance between development and rights, it ensured that progress never comes at the expense of justice, Governore Deka added.
Chief Minister Vishnu Deo Sai, who was present as the special guest at the ceremony, said, “Our state of Chhattisgarh is celebrating the silver jubilee of its establishment. This auspicious occasion also marks the silver jubilee of our High Court. This year is also the silver jubilee year of our Legislative Assembly. I extend my heartfelt congratulations to all of you on these auspicious occasions.”
He said that the Chhattisgarh High Court has given a new identity to the city of Bilaspur. On this auspicious occasion, we pay tribute to Bharat Ratna, former Prime Minister and the architect of our state, the revered Shri Atal Bihari Vajpayee, whose vision made the establishment of the state of Chhattisgarh and the Chhattisgarh High Court possible.
Chief Minister Sai said that with the availability of infrastructure and resources, we are committed to providing timely justice under all circumstances. In this regard, we have increased the budget of the Law and Legislative Department by 25 percent last year and 29 percent this year compared to the year 2023-24.
It is a matter of pride for the entire state that judges of this bench, including Justice A.M. Khanwilkar, Justice Naveen Sinha, Justice Ashok Bhushan, Justice Bhupesh Gupta, and Justice Prashant Kumar Mishra, have reached the Supreme Court of the country.
To promote transparency in judicial processes, the Chhattisgarh High Court has promoted digital innovations such as virtual courts and live streaming. Additionally, digital record rooms, Aadhaar-based searches, and new judicial training modules are being adopted. During its 25-year glorious journey, the Chhattisgarh High Court has delivered notable judgments that are cited as precedents across the country.
Following the establishment of the Chhattisgarh High Court, the youth of Chhattisgarh have become increasingly inclined towards the legal profession, providing them with new career opportunities. The Chief Minister noted that our illustrious Prime Minister, Narendra Modi, abolished the British-era Penal Code and implemented the Indian Code of Law. The British-era Indian Penal Code focused on punishment, but the Indian Code focuses on justice.
Honorable Prime Minister Narendra Modi’s efforts have included new technological advances in modern times. Aspects related to forensic science are of great importance. Recommendations made from time to time to strengthen the judiciary to ensure speedy and easy justice have been effectively implemented over the past decade under the leadership of Prime Minister Narendra Modi.
Supreme Court Judge J.K. Maheshwari said that Chhattisgarh is known as the rice bowl and this grain is cultivated to perfection. Where there is righteousness, there is victory. Our true actions and thoughts are righteousness. Consciousness connects us to righteousness. It’s time to consider and plan where we want the judiciary to be in the next 25 years. We should act with the fundamental spirit that the common man comes to the court with faith.
He encouraged the bench, bar, and lawyers involved in the judicial system to move forward with a vision. He urged everyone to develop an integrated vision so that the judiciary can achieve its ultimate goal of public welfare.
Justice Maheshwari urged everyone to work towards fulfilling the spirit of the Rule of Law enshrined in the Indian Constitution and to move forward with the vision of ensuring that justice reaches the last person. He stated that gaining the trust of the common people is the supreme objective of the judiciary.
Prashant Kumar Mishra, a Supreme Court judge who witnessed the establishment of the High Court, offered his congratulations and best wishes for the Chhattisgarh High Court’s Silver Jubilee celebrations and shared his memories of the court.
Addressing the Silver Jubilee celebrations, Union Minister of State Tokhan Sahu said that today is not just a celebration of the judiciary’s 25-year journey, but also a tribute to the judiciary’s strong tradition, which has consistently contributed to the protection of the Constitution and democracy. Over the past 25 years, the Chhattisgarh High Court has accomplished unprecedented work in simplifying access to justice for the common man, ensuring transparency, and adopting technology as a revolutionary tool.
Chief Justice of the Chhattisgarh High Court, Ramesh Sinha, delivered the welcome address. He congratulated and wished all the guests and attendees on the occasion of the Court’s Silver Jubilee. He stated that the Silver Jubilee celebrations of the Chhattisgarh High Court are undoubtedly a proud moment for all of us. Over the past 25 years, the Court has done excellent work in establishing the rule of law. He briefed the gathering on the Court’s achievements and the positive changes in its functioning since its inception.
At the end of the ceremony, Justice Sanjay K. Aggarwal proposed a vote of thanks. On this occasion, Deputy Chief Minister Arun Sao, Vijay Sharma, Finance Minister OP Chaudhary, Law and Legislative Minister Gajendra Yadav, Chief Justice of Madras High Court MM Shrivastava, Chief Justice of Telangana High Court P Sam Koshy, former judge of Chhattisgarh High Court Yatindra Singh, former Governor Ramesh Bais, Chief Secretary Amitabh Jain, DGP Arundev Gautam, Advocate General Prafulla Bharat, MLA Shri Dharamlal Kaushik, Amar Agrawal, Chhattisgarh High Court Bar Association President Chandel, along with other judges, advocates, public representatives and officers associated with the judicial service were present.
