Chhattisgarh government’s big decision! Youth will get “Chhattisgarh Yuva Ratna Samman”, and ₹ 1 lakh for excellent work performances

1- The Council of Ministers approved the transfer policy of the Chhattisgarh government for the year 2025. Under which transfers at the district level will be done by the Minister in charge from June 14 to June 25 and at the state level with the approval of the departmental minister, applications will be accepted from June 6 to June 13, 2025 .

Minimum two years of service is mandatory, special facilities will be given in cases of serious illness, mental/physical disability and one year before retirement. A substitute is mandatory for transfer from scheduled areas, along with this, special efforts will be made to fill the vacant posts in districts like Sukma, Bijapur, Narayanpur. In the case of class three employees, a maximum of 10 percent of the total number of their cadre and a maximum of 15 percent of class fourth employees can be transferred. Probationary officers and employees will not be transferred.

For posting of husband and wife at one place, rural-urban balance and transparency, all transfer orders at the state level will be issued through e-office. The transfer will have to be issued at the district level within the prescribed time period and a copy of the order will have to be mailed to the General Administration Department on the same date.

The attachment of all district level employees will be deemed to be over from June 5, 2025 and wherever an employee is required, transfer can be done as per the transfer policy.

A representation can be made to the state level committee within 15 days against the transfer. There will be a complete ban on transfer after June 25, if absolutely necessary, transfer can be done after approval in coordination.

2– In the meeting of the Council of Ministers, as per the announcement of the Chief Minister, it was approved to name the Gram Panchayat Damakheda as “Kabir Dharmanagar Damakheda”.

Chief Minister Vishnu Deo Sai had attended the Sant Samagam Ceremony “Manghimela” organised at Damakheda under Simga Tehsil of Balodabazar-Bhatapara district on February 23, 2024 and announced the name of Damakheda to be renamed as Kabir Dharmanagar Damakheda.

3– The Council of Ministers decided to change the name of Gram Panchayat Gadahabhatha of Kawardha Tehsil of Kabirdham district to Gram Panchayat Sonpur and the name of Gram Panchayat Chandalpur of Bodla Tehsil to Gram Panchayat Chandanpur.

4- The Council of Ministers also decided to allot 10 acres of land free of cost to the Culture Department in Nava Raipur Atal Nagar for the establishment of Kalagram in the state to promote the art and culture of Chhattisgarh state and to pay the compensation amount against the said land to Nava Raipur Atal Nagar Development Authority.

This Kalagram will be a dedicated center for craftsmen, folk artists and traditional artisans, which will promote cultural exchange as well as strengthen the cultural prosperity of Chhattisgarh and will also provide a permanent platform for local artisans and craftsmen to exhibit their art at the national level.

5 In the meeting of the Council of Ministers, the proposal to allot 13.47 acres of land free of cost to the Sports and Youth Welfare Department for the establishment of a national level archery academy in Nava Raipur Atal Nagar was approved. Outdoor and indoor (AC) archery range, high performance center, hostel and residential facility will be constructed in this academy. This will make Chhattisgarh emerge more strongly on the national sports map.

6- The Council of Ministers approved the Chhattisgarh Affordable Public Housing Rules, 2025 to provide affordable and low cost plots in cities to the lower and middle class families of the state.

This will ensure better arrangements for basic amenities like water, electricity, roads, sewerage by providing plots to the people at reasonable rates in urban and rural areas. Along with the prevention of illegal plotting, people will get the option of well-organised colonies and new opportunities for investment in the real estate and infrastructure sector will be available in the state.

7– The Council of Ministers has taken an important decision to start the Yuva Ratna Samman Yojana to honor the individuals and organisations doing remarkable work in various fields of youth welfare in the state. Under this scheme, individuals or voluntary organizations doing extraordinary and special service work in the field of youth welfare will be honored with “Chhattisgarh Yuva Ratna Samman”.

Chhattisgarh Yuva Ratna Samman will be given every year to one youth and one voluntary organisation of the state for their excellent work performances . Under the Chhattisgarh Yuva Ratna Samman Yojna , the youth will be given a medal, certificate, shawl and a maximum prize money of Rs 2.50 lakh, while the institution will be given a maximum prize money of Rs 5 lakh.

Along with this, “Yuva Ratna Samman” will be given in the field of social, literature, innovation, education, sports, environment, women and child development, media, health, science and technology, Divyangjan empowerment, art-music and folk art. Yuva Ratna Samman will be given every year to one youth selected for excellent work in the afore mentioned areas . Which includes medal, certificate, shawl and a prize money of rupees one lakh maximum . This honor will be given only to women and girls for outstanding work in the field of women and child development.

The applicant should be a native of Chhattisgarh and his age should be between 15 to 29 years. Government employees, persons working in government undertakings and educational institutions will not be eligible. A person or institution can get only one category award in a single year and the award of one category will not be given to anyone twice.

8 -To promote sports in the state, the Council of Ministers decided to relax the criteria of instructor diploma from National Institute of Sports, Patiala for one financial year for recruitment to the post of trainer (coach) under the Sports and Youth Welfare Department.

9– The Council of Ministers approved the “Chhattisgarh Homestay Policy 2025-30” to promote tourism in rural and tribal dominated areas in the state and to provide new employment opportunities to the local people.

The objective of the Homestay Policy is to promote tourism in the villages of Chhattisgarh and especially in the remote areas of Bastar and Surguja. This will provide new employment opportunities to the youth in the particyular areas of the state .

Through homestay, tourists will get a special experience related to the culture, art, craft and nature of the village, along with this, people living in villages will get direct benefit from the tourists which will  encourage a spirit of self-reliance besides their income . In a way, this will prove to be important in achieving the goal of Vocal for Local and in the development of rural tourism in the country.
