Chhattisgarh and Odisha begin a fresh dialogue on river-water issues under the chairmanship of Union Jal Shakti Minister C.R. Patil in New Delhi

Raipur: Chhattisgarh Chief Minister Vishnu Deo Sai has called for transforming the Mahanadi from a subject of inter-state disagreement into a foundation of shared prosperity, cooperation and sustainable development for both Chhattisgarh and Odisha.

A high-level meeting on issues related to the sharing and management of Mahanadi waters was held at Shram Shakti Bhawan in New Delhi on Thursday July 30, 2026 under the chairmanship of Union Jal Shakti Minister C.R. Patil. Odisha Chief Minister Mohan Charan Majhi also participated in the discussions.

Addressing the meeting, Chief Minister Sai described the Mahanadi as the common lifeline of the two neighbouring states, closely connected with farmers’ livelihoods, drinking-water security, industrial growth, environmental conservation and the needs of future generations.

Sai said Chhattisgarh viewed the meeting not as another stage in a prolonged dispute but as the beginning of a new and constructive phase aimed at finding an amicable, practical and lasting solution.

He expressed confidence that sustained dialogue, scientific assessment and cooperation between the two governments could create a strong framework for resolving the outstanding issues.

Equal Sensitivity to the Needs of Both States

The Chief Minister said the Chhattisgarh Government fully respects Odisha’s requirements concerning irrigation, drinking water and the Hirakud Project.

At the same time, he emphasised that the water needs of Chhattisgarh’s farmers, tribal regions, drought-prone areas and future development projects must also receive equal consideration.

Sai said any future agreement should be based on fairness and mutual confidence, ensuring that neither state’s agricultural, domestic, environmental or developmental interests are adversely affected.

Joint Mechanism Proposed for Low-Rainfall Years

Referring to scientific and technical studies already undertaken by experts from both states, Sai proposed that the findings be used to formulate a practical and future-oriented water-management framework.

He suggested creating a joint water-management system for low-rainfall years, so that water shortages could be managed through coordination rather than confrontation.

The Chief Minister also proposed establishing a permanent institutional mechanism to periodically review water availability, utilisation patterns and future requirements.

Such a system, he said, could improve transparency, enable regular exchange of data and allow both states to plan more effectively for changing climatic and developmental conditions.

“Scientific data, transparent coordination and institutional cooperation must guide the future management of the Mahanadi.”

Sai recommended that technical and administrative matters be settled, as far as possible, through regular coordination between officials and experts from the two states.

Technical Issues Should Be Resolved Administratively

Only issues involving significant policy decisions, he said, should be escalated to the ministerial level. This would make the process more efficient, transparent and time-bound.

The Chief Minister requested Union Jal Shakti Minister C.R. Patil and the Central Water Commission to provide impartial technical assistance and facilitate the preparation of a long-term, consensus-based agreement.

He also sought a time-bound action plan to ensure that the renewed dialogue leads to measurable progress.

Cooperative Federalism Creates New Opportunity

Expressing gratitude to Prime Minister Narendra Modi and Union Home and Cooperation Minister Amit Shah, Sai said the spirit of cooperative federalism had created a positive environment for resolving complex inter-state issues that had remained pending for years.

He said the constructive participation of the Central Government could strengthen mutual trust and accelerate the search for an equitable solution.

The meeting marked an important effort to move the Mahanadi issue away from prolonged confrontation and towards structured dialogue, technical cooperation and shared responsibility.

Union Minister of State for Housing and Urban Affairs Tokhan Sahu, Chhattisgarh Chief Secretary Vikas Sheel, Principal Secretary to the Chief Minister Subodh Kumar Singh, the Chief Secretary of Odisha and senior officials of the Water Resources Departments of both states attended the meeting.
