UP Cabinet Decisions: Many important proposals were passed in the important meeting of the UP Cabinet. This includes decisions to give stamp duty exemption to women and loans to government employees.

Lucknow: The advance amount given to the officers and employees of the central and state government for building repair and construction has been increased more than three times. Interest rates have also been linked to the market rate. The cabinet has approved the proposal related to this. Labor and Employment Minister Anil Rajbhar said that there is a provision of advance for personnel for building construction, purchase, repair and expansion. Earlier this amount was maximum Rs 7 lakh and the fixed interest was 9.1 percent. It was not revised since the year 2010. Then the interest rates were 11-12 percent. Today the interest on home loan is 7 to 8 percent. The number of people taking Rs 7 lakh from this was very less. After the cabinet approval, now the advance amount has been increased from Rs 7 lakh to Rs 25 lakh. By linking the interest to the market rate, the amount will be available at 7 to 8 percent.

Exemption in stamp duty
The Yogi government has taken a big decision towards promoting women empowerment. Now in Uttar Pradesh, if a property worth up to Rs 1 crore (like house, land etc.) is purchased in the name of a woman, then there will be a 1% discount in stamp duty on it. Till now this exemption was applicable only on property up to Rs 10 lakh in the state, in which a maximum discount of Rs 10 thousand was available. But now the government has increased this exemption to property up to Rs 1 crore, which will benefit women more. This proposal was approved in the cabinet meeting held under the chairmanship of Chief Minister Yogi Adityanath in Lok Bhavan on Tuesday evening. A total of 37 items were passed in the meeting. It was also decided to start the monsoon session of the Legislative Assembly from August 11.

Gram Samaj land will be given free of cost for drinking water, sewerage, drainage, garbage management

Gram Samaj land located around cities will be given free of cost to provide facilities like drinking water supply, sewerage, drainage, solid waste management and urban transport to urban people. For this, it has been decided to give the status of serving department to the Urban Development Department. On this basis, such land can be given free of cost for five years. This decision was taken in the cabinet meeting chaired by the Chief Minister.

About one-fourth of the total population of the state lives in cities. There are currently 762 bodies in the state. These include 17 Municipal Corporations, 200 Municipal Councils and 545 Nagar Panchayats. The order to provide free land for five years for drinking water supply, sewerage, drainage, solid waste management and urban transport operated by the Urban Development Department was issued by the Revenue Department on 17 June 2011, which expired in June 2016. Similarly, the order issued in this regard on 7 March 2019 has expired in March 2024.

Due to this, there was difficulty in completing the works approved by the Central Government in Swachh Bharat Mission and Amrit Yojana. Land is needed for development of sanitary landfill site for solid waste management, construction of overhead tanks for drinking water projects, installation of tube wells, installation of water treatment plants. The department was facing challenges due to non-availability of free land of Gram Samaj. Therefore, considering the Urban Development Department as a serving department, the cabinet has decided to provide free land of Gram Samaj for these schemes for five years.

15 km long Chitrakoot Link Expressway gets approval

15.172 km long Chitrakoot Link Expressway will be constructed to connect Chitrakoot, a major center of religious tourism, to Bundelkhand Expressway. Rs 939.67 crore will be spent on building the expressway. It will be built in 548 days. In the cabinet meeting held on Tuesday under the chairmanship of Chief Minister Yogi Adityanath, this proposal of Uttar Pradesh Expressway Industrial Development Authority (UPEIDA) was approved. The link expressway will promote tourism development in Chitrakoot. After the cabinet meeting, Industrial Development Minister Nand Gopal Gupta Nandi said that the four-lane link expressway will start near Bhartakoot in Chitrakoot at km 267 of Varanasi-Banda road and end at Ahmedganj village in Chitrakoot on National Highway 135 BG.

Now old vehicles will also be auctioned from Gem portal

15-year-old useless vehicles of government departments will now also be auctioned from Gem portal. The proposal of the Transport Department was approved in the cabinet meeting. In fact, registration of government vehicles that have completed 15 years from April 2023 has been banned. These vehicles are auctioned. Gem portal has also been included for auction. In another decision, the cabinet has approved the construction of a new building of the Medical Health and Family Welfare Department by demolishing the ANM Training Center building and four other old buildings built in Bahraich. At the same time, UP. The proposal to allow Cooperative Gram Vikas Bank Lucknow to take a loan up to the limit of 600 crores from NABARD in the year 2025-26 and to increase the limit of government guarantee for this loan as well as other loans to 1500 crores has also been approved.

DRDO’s Detection Technology Center to be built in Lucknow, 10 hectares of land will be available for 1 rupee

IR Detection Technology Center affiliated to Defense Research and Development Organization (DRDO) will be established in Bhatgaon of Sarojininagar Tehsil in Lucknow node of Uttar Pradesh Defense Industrial Corridor. For this project, 10 hectares of land will be given to the DRDO affiliated Instrumentation Research and Development Institute (IRDE) on annual lease rent of one rupee. This proposal was approved in the cabinet meeting on Tuesday.

The establishment of this center will cost Rs 2000 crore and it will be established with the help of DRDO. Semiconductor IR (infra red) detectors will be manufactured here, which will increase self-reliance in the defense sector and will also create employment opportunities. Industrial Development Minister Nand Gopal Gupta Nandi said that on the instructions of the central government, DRDO had demanded land from the state government to establish the laboratory.

Semiconductor IR detectors will be manufactured in this laboratory. It is used in many defense equipment including Brahmos missile. Currently, India imports more than 5,000 units of IR detectors from abroad. After the establishment of IR Detection Technology Center, 1,000 units of IR detectors will be manufactured every year. In future, the target has been set to expand it and manufacture 10,000 units.

Thermal imaging system and multisensor surveillance system will also be developed as defense equipment at the IR Detection Technology Center. Its establishment will provide employment opportunities to 150 engineers and more than 500 youth.

Amendments made in the law can be included in the PCS-J syllabus


The cabinet has approved the proposal to amend the Uttar Pradesh Judicial Service Rules, 2001 to include amendments related to Indian laws in the syllabus of the PCS-J recruitment exam. Now if the government amends the Acts, then those amendments can be included in the syllabus of the PCS-J exam. Currently, every time a proposal had to be brought in the cabinet to include an amendment in the syllabus.

458 vehicles will be purchased for the police force

The cabinet has approved the proposal of the Housing and Urban Planning Department to provide 1000 square meters of land for the construction of OCR Complex (Office and Residential Complex) of Intelligence Bureau (IB) in Ayodhya. The proposal to give 4067 square meters of land to the Home Department in Mohalla Mughalpura of Pargana Awadh Haveli of Sadar Tehsil for the establishment of divisional level unit of Anti-Corruption Organization and Police Station in Ayodhya has also been given the green signal. Apart from this, the cabinet has approved the proposal of the Home Department to purchase 458 vehicles for the police force. According to the proposal, new vehicles will be purchased in a phased manner in place of 394 damaged vehicles of police in the districts. Similarly, the purchase of new vehicles in place of 64 unused vehicles of PAC has also been approved.

Another opportunity to the employees left out of the old pension scheme


Another opportunity has been given to the employees who were left out of taking advantage of the old pension scheme. Those government employees of the state government covered under the National Pension Scheme, who were selected before the notification of implementation of National Pension System in the state, will get the benefit of this. That is, all the employees before 28 March 2005 will get a chance to join the old pension scheme. Although most of the employees have already taken advantage of the old pension scheme, but the employees who were left out due to some reason have been given another opportunity till 30 November. The number of employees left out is less than 2000.

The cabinet has extended the cut-off date for joining the old pension scheme in place of the National Pension System till 30 November. The National Pension Scheme was made in the year 2004. This policy of the Government of India was implemented in the state exactly as it was. Under this, the date before 31 March 2004 was fixed. Since its notification came on 28 March 2005, it was implemented in the state from 1 April 2005. Some employees were left out in this. The government has given them a chance.

Nazul land will be given to the fire station in Hazratganj


The ownership of 3404 square meter Nazul land in Hazratganj of the capital has now been given to the fire station. The cabinet has approved the transfer and renaming of this land to the Home Department. Apart from this, the government has also decided to give the land marked under the Water Treatment Phase-1 scheme from the Saryu river water supply source in Ayodhya to the Urban Development Department free of cost. At the same time, the cabinet has also approved the proposal to provide free land to the Women Welfare Department to build the building of ‘Aapki Sakhi Asha Jyoti Kendra / One Stop Center’ run by the Central Government in Hamirpur.
