Decisions of Chhattisgarh Council of Ministers

Several important decisions were taken at the Cabinet meeting held on Friday November 14, 2025 at Mahanadi Bhawan, Mantralaya, under the chairmanship of Chief Minister Vishnu Deo Sai.

1) The Council of Ministers decided to procure pulses and oilseeds during the Kharif and Rabi marketing seasons under the “Pradhan Mantri Annadata Aay Sanrakshan Abhiyaan” Price Support Scheme (PSS), as in previous years.
It is noteworthy that under the Pradhan Mantri Annadata Aay Sanrakshan Abhiyaan, arhar, mung bean, urad, groundnut, and soybean are procured at the support price during the Kharif marketing season, and pulses and oilseeds such as gram, mustard, and lentils are procured during the Rabi season. The arrangement for procurement of pulses and oilseeds at the support price in the state’s mandis maintains market competition, which in turn allows farmers to receive better prices for their produce.
2) The Council of Ministers made the important decision to amend the Chhattisgarh Government Work (Allocation) Rules and merge the Public Enterprises Department with the Commerce and Industry Department and the Twenty Point Implementation Department with the Planning, Economics and Statistics Department.
This decision is another significant step towards promoting good governance in government work. Its objective is to ensure the implementation of “Minimum Government, Maximum Governance.”
3) To ensure the smooth operation of the paddy procurement system at the support price in the state, the Council of Ministers decided to revalidate the government guarantee of ₹15,000 crore approved for banks and financial institutions for paddy procurement at the support price for the Kharif marketing year 2024-25 for the Kharif marketing year 2025-26, and to provide an additional government guarantee of ₹11,200 crore to the Marketing Federation.
4) The Council of Ministers granted permission for sale of the state-sponsored Deendayal Housing Scheme, Atal Housing Scheme, Atal Vihar Scheme and Nava Raipur Chief Minister Housing Scheme by incorporating the following additional provisions for eligibility in the previously issued rules and conditions.
a) After three advertisements for the sale of EWS and LIG buildings and flats, the unsold buildings can be sold to beneficiaries of any income group other than the eligible beneficiaries, but such beneficiaries will not be eligible for the grant approved by the government. Only beneficiaries of the prescribed income group will be eligible for the grant.
b) After three advertisements for the sale of EWS and LIG buildings and flats, if a single individual, government/semi-government, or private organization offers to purchase multiple properties (bulk purchase) for the unsold buildings, multiple buildings may be sold in the name of the single individual, government/semi-government, or private organization as per demand, but they will not be eligible for government-approved grants. Wide publicity of this decision will be ensured so that maximum beneficiaries can benefit from it.
5) An important decision was taken to lease the Shaheed Veer Narayan Singh International Cricket Stadium, Nava Raipur Atal Nagar, to the Chhattisgarh State Cricket Association, as per the contract, for long-term full-fledged operation and development work. This decision will provide high-level training and technical facilities to the state’s budding cricket players. This decision will ensure the hosting of more national and international cricket matches in Chhattisgarh.
