Raipu: The Collectors’ Conference 2025, held at the Secretariat (Mahanadi Bhawan) on Sunday October 12, 2025 under the chairmanship of Chief Minister Vishnu Deo Sai, set new standards for good governance, transparency, and public welfare. The meeting began ahead of schedule, sending a clear message to the entire administration about the Chief Minister’s work-discipline and results-oriented approach. Chief Secretary Vikas Sheel, all departmental secretaries, divisional commissioners, and collectors were present at the meeting.

The Chief Minister made it clear from the outset that the ultimate benefits of government policies and schemes reach the public in a timely and transparent manner, the true meaning of good governance—and Laxity at any level in this direction will not be acceptable.

The Chief Minister categorically stated that this conference is not merely a review meeting, but an opportunity to set new standards for public welfare. He cautioned officials that results should be visible in the implementation of schemes in the districts, not just in reports.

At the Collectors’ Conference, the Chief Minister stated that the ultimate objective of the government’s policies and schemes is to ensure the benefits of the schemes reach the general public. He stated that your presence and sensitivity among the public are your identity.

Chief Minister Sai stated that paddy procurement will begin on November 15th, and all preparations should be completed on time. Chief Minister Sai said that the Collectors will be directly responsible for any irregularities found in paddy procurement. Negligence at any level in paddy procurement will not be tolerated. He directed that every paddy procurement center be monitored. Chief Minister Sai directed that the Secretaries-in-Charge should maintain constant vigilance in the districts and specifically monitor sensitive centers. He directed that transparency and smoothness be ensured throughout the entire paddy procurement process.

The Chief Minister stated that to increase vigilance during procurement, the Chief Minister Now, an Integrated Command and Control Center will be used. This will intensify monitoring in districts and enable immediate action on any irregularities. He directed that special vigilance be maintained in interstate border districts to prevent illegal movement of paddy from outside.

The Chief Minister issued special instructions for farmers from Scheduled Tribes. He said that 100% registration should be ensured through special camps in these tribal areas.

Reviewing the Pradhan Mantri Kisan Samman Nidhi, the Chief Minister said that it is the administration’s responsibility to ensure that no eligible farmer is left out. He said that all eligible farmers in the districts should receive benefits within the stipulated timeframe. He directed the Commissioners to continuously review the progress of the scheme, especially in Bastar and Surguja divisions.

Reviewing the Energy Department, Chief Minister Sai said that the benefits of the Pradhan Mantri Suryaghar Free Electricity Scheme should reach maximum people. He directed that bank finance facilities should be made easily available to beneficiaries in rural areas so that no eligible family is deprived of the scheme.

Regarding health services, the Chief Minister said that quality Healthcare is the top priority of the state government. The Chief Minister directed that 100% deliveries be ensured in all hospitals. Furthermore, the actual status of vaccinations be confirmed through field verification.

He stated that maternal death audits should be conducted compulsorily in every case so that strategies can be developed to prevent such incidents in the future. The Chief Minister furyther said that NRC centers should operate regularly and effectively, and special attention should be paid to the nutrition of mothers and children. He directed that wellness centers be activated and awareness campaigns against non-communicable diseases be launched.

The Chief Minister emphasised on malaria eradication in the Bastar division. He said that hotspot areas should be identified and special campaigns should be launched to expedite the goal of making Chhattisgarh a “malaria-free state.” He directed that the registration and card creation of all eligible elderly persons under the Pradhan Mantri Vaya Vandana Yojana be completed on priority.

During the review of the Education Department, the Chief Minister stated that the targets of zero dropouts and a 100% gross enrollment ratio must be achieved at all costs.

Chief Minister Sai said He emphasised that teaching materials should be visible in classrooms, not on shelves. He directed the collectors to ensure the use of teaching resources in classrooms and conduct regular monitoring.

The Chief Minister praised Bijapur district, saying that teaching in Gondi language with the help of local youth has increased student attendance and reduced dropouts. He advised all districts to adopt such innovations so that education can be connected to local culture and language.

The Chief Minister directed that registration be completed by creating Aadhaar-based APAR IDs for all students by December 31st.

He stated that this system will play a crucial role in digital transparency and the distribution of student benefits. Uniforms, books, and scholarships will be provided to students based on this, CM added.

The Chief Minister announced that the “Chief Minister’s Quality Education Campaign” will be launched in the state. This will involve social auditing and grading of schools. He urged districts to develop concrete plans to improve exam results. Models from districts performing well should be implemented in other districts.
