Raipur: Chhattisgarh’s efforts to transform public administration through transparency, technological innovation and citizen-oriented governance are entering a new phase, with the state government seeking to bring its administrative experiences into national and international academic discourse. In a significant initiative undertaken under the leadership of Chief Minister Vishnu Deo Sai and the guidance of Finance and Registration Minister O.P. Choudhary, the Registration and Stamps Department has collaborated with the Indian Institute of Management (IIM) Raipur to train its officers in documenting governance reforms as academically structured case studies capable of contributing to research, teaching and public policy development.
The two-day programme, titled ‘Workshop on Case Writing and Collaborative Publication’, was organised at IIM Raipur in Nava Raipur on October 14 and 15, 2026.
The workshop concluded on Thursday, October 15, bringing together departmental officials and management academics to explore how practical administrative experiences could be converted into structured research material.
Rather than treating departmental achievements merely as routine government records, the initiative seeks to examine the circumstances behind policy decisions, the difficulties encountered during implementation and the innovative solutions developed by public officials.
The resulting case studies are intended for submission to appropriate national and international academic journals and other scholarly publication platforms.
Sai Government Seeks to Transform Administrative Experience Into Institutional Knowledge
Under Chief Minister Vishnu Deo Sai, the Chhattisgarh government has placed increasing emphasis on administrative accountability, transparent procedures and improving citizens’ access to public services.
The Registration and Stamps Department has undertaken several reforms over the past three years aimed at simplifying procedures, strengthening transparency and making registration services more accessible through technology-driven systems.
Finance and Registration Minister O.P. Choudhary has provided policy guidance for these initiatives, while Inspector General of Registration and Superintendent of Stamps Pushpendra Meena has been overseeing efforts to improve departmental functioning.
The collaboration with IIM Raipur represents an attempt to extend the value of these reforms beyond their immediate administrative outcomes.
By documenting practical experiences through case studies, the department aims to create material that can be examined, discussed and evaluated by researchers, administrators, students and public policy specialists.
Such documentation could help establish a stronger connection between field-level governance and academic understanding of administrative decision-making.
From Government Files to Academic Journals: A New Approach to Public Administration
Government departments routinely generate extensive information through policy implementation, public service delivery and institutional decision-making.
However, much of this experience remains confined to official correspondence, departmental reviews and administrative records.
The workshop sought to address this gap by introducing officers to the principles of academic case writing.

A well-developed administrative case study goes beyond describing the success of a government initiative. It examines the original problem, the institutional context, the alternatives available to decision-makers, the difficulties encountered and the consequences of the decisions ultimately adopted.
For Chhattisgarh, this approach could create opportunities to share locally developed administrative solutions with a much wider audience.
The initiative also has the potential to encourage critical assessment of reforms rather than limiting their documentation to descriptions of achievements.
First Day Focuses on Identifying Administrative Problems and Building Case Narratives
The opening day of the workshop concentrated on the fundamentals of case study writing and the identification of suitable subjects from departmental experience.
IIM Raipur experts explained how administrative decisions could be examined through a systematic academic framework.
Participants were introduced to the importance of selecting relevant cases, identifying the central administrative problem and developing a coherent narrative supported by factual evidence.
Special attention was given to the circumstances surrounding important policy decisions and the challenges faced by officials responsible for their implementation.
The sessions explored how everyday administrative experiences, when carefully analysed, can offer valuable insights into governance, institutional management and public service delivery.
Officials were encouraged to consider not only what decisions were taken, but also why particular approaches were adopted and how alternative strategies might have influenced the outcomes.
Second Day Emphasises Research, Evidence and International Publication Standards
The second day focused on the practical requirements of preparing research-based case studies.
Experts guided participants through information collection, factual verification, interviews with relevant stakeholders, case structuring and analytical writing.
The sessions also addressed the preparation of teaching notes, which are commonly used in management education to help students examine complex decision-making situations.
Participants received guidance on identifying appropriate academic journals and publication platforms, understanding editorial review procedures and preparing manuscripts for scholarly consideration.
The training highlighted the importance of reliable documentation and evidence-based analysis in developing material suitable for academic scrutiny.
While the department intends to pursue national and international publication opportunities, acceptance of individual case studies will depend on the standards and review procedures of the respective publications.
IIM Raipur Faculty Bring Academic Expertise to Governance Documentation
The workshop drew upon the academic expertise of several faculty members associated with IIM Raipur.
Director-in-Charge Professor Sanjeev Parashar, Programme Director Professor Pranit Kumar Roy, Professor Satyasiba Das, Professor Manojit Chattopadhyay, Professor Archana Parashar and Professor R.K. Jana were among the experts involved in guiding participants.
Their sessions examined how administrative experiences could be presented in a manner that combines practical relevance with academic rigour.
The faculty emphasised the need for clear problem identification, reliable evidence, analytical depth and structured presentation.
For officers accustomed to administrative reporting, the training provided an opportunity to understand the different requirements of research-oriented writing.
Unlike a conventional departmental report, an academic case study must allow readers to examine the decisions, constraints and possible alternatives associated with a particular administrative situation.
Senior Registration Officials Participate in Capacity-Building Initiative
Deputy Inspectors General of Registration Madan Lal Korpe and Usha Sahu participated in the programme alongside other departmental officers and employees.
Their involvement reflected the department’s effort to encourage professional learning and strengthen institutional capacity at different administrative levels.
The workshop also provided an opportunity for officers to exchange experiences concerning registration procedures, technological changes, service delivery and the challenges of implementing reforms.
By bringing practitioners and academics together, the programme sought to develop a shared understanding of how practical administrative knowledge could be converted into useful educational and research resources.
Chhattisgarh’s Governance Innovations Could Become Teaching Material for Future Administrators
One of the most significant possibilities arising from the initiative is the use of departmental experiences as teaching material for management students, public administration scholars and government training institutions.
Administrative case studies allow learners to examine real-world problems where decisions must be taken within legal, financial, institutional and operational constraints.
For future administrators, such material can provide insights that conventional theoretical instruction may not fully capture.
A registration reform implemented in Chhattisgarh, for example, could potentially offer lessons on process simplification, technology adoption, citizen convenience or institutional coordination.
However, the academic value of any such case will depend on the quality of its documentation, the evidence supporting its conclusions and its relevance beyond the immediate departmental setting.
Connecting Good Governance With Research and Public Policy
The collaboration between IIM Raipur and the Registration and Stamps Department demonstrates how academic institutions can contribute to improving public administration.
Management institutes possess expertise in organisational behaviour, decision-making, institutional systems, leadership and policy analysis.
Government departments, meanwhile, provide practical experience of implementing decisions in complex administrative environments.
Bringing these perspectives together can create opportunities for more informed policy evaluation and institutional learning.
The workshop also highlights the importance of preserving administrative knowledge that might otherwise be lost through personnel transfers, changes in departmental leadership or the passage of time.
Systematic documentation can help future officials understand the reasoning behind earlier decisions and avoid repeating mistakes.
Certificates Distributed at Concluding Session
The two-day programme concluded with the distribution of certificates to participating officers and employees.
DIG Madan Lal Korpe, IIM Raipur Director-in-Charge Professor Sanjeev Parashar and Programme Director Professor Pranit Kumar Roy presented certificates to the participants.
The concluding session marked the completion of the initial capacity-building exercise and reinforced the objective of developing research-oriented documentation within the department.
The next important stage will involve identifying suitable administrative cases, preparing evidence-based manuscripts and pursuing appropriate academic publication opportunities.
A Model for Knowledge-Based Administration
The initiative represents an approach in which governance is not viewed merely as the execution of official decisions but also as a continuous process of learning, evaluation and institutional improvement.
By encouraging officials to document challenges alongside achievements, the Registration and Stamps Department can potentially create a more comprehensive record of its administrative experience.
The resulting knowledge may assist future policy development, strengthen training programmes and provide other states with examples of practical administrative problem-solving.
For the Sai government, the collaboration offers an opportunity to connect its governance reform agenda with academic research and wider institutional learning.
The real significance of the initiative will ultimately lie not simply in the number of case studies published, but in whether the lessons drawn from Chhattisgarh’s administrative experience help improve public services, strengthen accountability and inspire more effective governance elsewhere.
