Chhattisgarh Signs Singapore Skilling Pact, Secures ₹350-Crore Agro-Processing Investment

State’s Singapore outreach takes FDI proposals to ₹43,600 crore; ITE Education Services partnership to align youth skills with industry demand

Raipur: Chhattisgarh concluded Chief Minister Vishnu Deo Sai’s Singapore visit with a significant push on two fronts crucial to the State’s future growth — preparing young people for industry-led employment and attracting investment capable of adding value to local agricultural produce.
On the final day of the visit, the Chhattisgarh Government signed a Memorandum of Understanding with Singapore’s ITE Education Services for cooperation in technical and vocational education and training. The State also received a fresh ₹350-crore investment proposal in agro and food processing, taking the cumulative FDI proposals secured during the Singapore visit to ₹43,600 crore.
Chhattisgarh participated in the inaugural Singapore-India Network for Growth (SING) Forum 2026 following its nomination by India’s Ministry of External Affairs.
Singapore skilling model to be adapted for Chhattisgarh
The MoU with ITE Education Services was signed in the presence of Chief Minister Sai. The Chief Minister and the State delegation also visited an ITE college to study Singapore’s industry-linked vocational training system.
The model involves companies working closely with training institutions in curriculum development, practical training and provision of industry-relevant equipment. Chhattisgarh plans to draw upon this approach to better align vocational education with the skills employers actually require.

The partnership is expected to cover industry-oriented curriculum development, training of trainers and modern technical and vocational education, with the larger objective of improving employment opportunities for the State’s youth.
🔴 “Investment brings industries, and skilled young people become the strength of those industries. Singapore has developed a successful model of skill development. We want the youth of Chhattisgarh to receive modern training according to industry requirements so that they can build better careers within their own State. Industries coming to Chhattisgarh should be able to find the skilled young people they need right here,” Chief Minister Vishnu Deo Sai said.
₹350-crore agro and food-processing proposal
The Singapore visit also produced a fresh investment proposal from Valency International Pte Ltd. The company, which has business operations across 22 countries, has been invited to invest ₹350 crore in an integrated agro and food-processing and export hub in Chhattisgarh.
The proposed facility would process commodities including cashew, sesame, pulses and groundnut.

For Chhattisgarh, the project could create a stronger link between agriculture and industry by enabling more produce to be processed within the State instead of leaving as raw commodities. This would potentially improve value realisation, open new markets for farmers and create local employment.
Sai meets Singapore Foreign Minister
Chief Minister Sai also met Singapore’s Foreign Minister Dr Vivian Balakrishnan, with discussions covering investment, skill development, urban planning and technology.
The meeting explored areas where Singapore’s expertise and experience could complement Chhattisgarh’s development priorities and create opportunities for longer-term institutional cooperation.
Global companies explore opportunities in Chhattisgarh
At a CEO roundtable, Sai interacted with representatives of more than 15 global companies. Discussions covered potential investment and partnerships in technology, banking, agribusiness, aquaculture and food processing.
Companies represented in the discussions included TCS, SMBC, Tolaram Group, Agrocorp, Indian Ocean Group and Blue Aqua.
The Chief Minister presented Chhattisgarh’s investment policies, recent reforms and business environment while inviting global companies to examine opportunities emerging across the State.
AI, digital finance and start-ups enter partnership discussions
Chhattisgarh also explored cooperation with the Global Finance & Technology Network (GFTN).
Discussions with the GFTN delegation, including Group CEO Sopnendu Mohanty, James Boey and Chief Operating Officer Anthony Thomas, focused on training Chhattisgarh’s youth in artificial intelligence and digital finance, connecting State-based start-ups with international investors and exploring technology laboratories for emerging sectors.
The engagement indicates that the State’s overseas investment strategy is moving beyond conventional manufacturing projects towards building the skills and technology ecosystem needed to support future industries.
With the Singapore engagements concluded, the State delegation is scheduled to return to Raipur on October 7.
For Chhattisgarh, the larger outcome of the visit is therefore not confined to the headline investment figure of ₹43,600 crore. The combination of investment, industry-linked skilling, agricultural value addition, technology and international institutional partnerships could determine how effectively those proposals translate into enterprises, jobs and opportunities on the ground.
