Raipur: In a significant development aimed at strengthening the financial security of personnel engaged in essential public services, the Chhattisgarh Government has proposed increasing the monthly honorarium of volunteer Home Guards to ₹30,870, offering substantial relief to approximately 7,900 personnel and their families across the state. The proposal, prepared by the Home Department under the directions of Chief Minister Vishnu Deo Sai and the guidance of Deputy Chief Minister and Home Minister Vijay Sharma, recognises the important contribution of Home Guards to maintaining law and order, firefighting, disaster management and other emergency services. The proposed revision would raise their total remuneration to the equivalent of ₹1,029 per day.
The proposed enhancement represents an important measure towards improving the financial wellbeing of Home Guards, who perform demanding duties alongside other agencies responsible for public safety and emergency response.
The state government has taken into consideration the increasing cost of living, relevant judicial directions and the responsibilities undertaken by volunteer Home Guards in various situations requiring public assistance and security arrangements.
Revised Honorarium to Include 58% Dearness Allowance
According to the proposal prepared by the Home Department, the revised monthly remuneration will comprise three components: basic honorarium, dearness allowance and uniform washing allowance.
| Component | Proposed monthly amount |
|---|---|
| Basic honorarium | ₹19,500 |
| Dearness allowance (58%) | ₹11,310 |
| Uniform washing allowance | ₹60 |
| Total proposed honorarium | ₹30,870 |
The addition of the dearness allowance represents a substantial improvement in the proposed remuneration structure, helping personnel cope with rising household expenses and financial obligations.
The monthly package of ₹30,870 is equivalent to ₹1,029 per day when calculated over 30 days.
Nearly 7,900 Home Guards and Their Families to Benefit
The proposed revision is expected to directly benefit approximately 7,900 volunteer Home Guards serving in different parts of Chhattisgarh.
Home Guards constitute an important supporting force in maintaining public order and responding to emergencies. Their responsibilities often include assisting police personnel, managing crowds during major public events, supporting firefighting operations and participating in disaster response activities.
They also play a valuable role during natural calamities, emergency evacuations and other situations requiring coordinated public assistance.
By improving their remuneration, the government aims to provide greater financial stability to personnel whose services are frequently required in challenging circumstances.
Honorarium Revised Periodically Since 2017
The Home Department’s proposal follows earlier revisions intended to improve the remuneration of volunteer Home Guards.
In 2017, the government increased the monthly honorarium by ₹3,200, raising it from ₹10,000 to ₹13,200.
A subsequent revision, ordered on May 30, 2023, provided an additional increase of ₹6,300 per month with effect from April 1, 2023, bringing the basic monthly honorarium to ₹19,500.
The latest proposal retains the basic honorarium at ₹19,500 while adding the 58% dearness allowance and uniform washing allowance to arrive at the proposed total of ₹30,870.
This distinction is important because the revised amount represents the proposed overall remuneration package rather than an increase in the basic honorarium alone.
Judicial Directions and Rising Living Costs Considered
The Home Department has cited judicial directions, inflationary pressures and the services rendered by Home Guards as important considerations behind the proposed enhancement.
Personnel deployed for law-and-order duties, disaster management and emergency assistance often work in demanding environments where operational readiness and coordination are essential.
The proposed remuneration structure acknowledges the importance of providing adequate financial support to those undertaking these responsibilities.
It is also expected to help strengthen morale and encourage continued commitment to public service.
Chief Minister Sai’s Directions Guide Welfare Initiative
The proposal has been prepared following directions from Chief Minister Vishnu Deo Sai, with Deputy Chief Minister and Home Minister Vijay Sharma overseeing the initiative through the Home Department.
The measure reflects the state government’s stated emphasis on recognising personnel engaged in public safety and essential services.
The revision is expected to offer economic support to Home Guards and their families while acknowledging the responsibilities associated with their duties.
Home Guards Express Gratitude to State Leadership
Volunteer Home Guards have expressed gratitude to Chief Minister Vishnu Deo Sai and Home Minister Vijay Sharma for the proposed enhancement in remuneration.
The initiative has been welcomed as a measure that could improve household financial security and strengthen confidence among personnel serving in different districts.
For many Home Guard families, a higher monthly remuneration package would provide additional resources to meet essential expenses, including education, healthcare and everyday household requirements.
Financial Security Expected to Strengthen Morale
The proposed increase is significant not only because of its monetary value but also because it recognises the continuing contribution of Home Guards to public safety.
Their involvement in crowd management, disaster response, firefighting and other essential duties makes them an important part of the state’s emergency support system.
A more substantial remuneration package can contribute to improved morale, financial stability and a stronger sense of institutional recognition.
Once the proposal receives the necessary approval and is implemented, approximately 7,900 Home Guards across Chhattisgarh are expected to benefit from the revised monthly remuneration.
The development marks another step towards improving the financial conditions of personnel who contribute to maintaining public order and supporting communities during emergencies.
