CG Budget 2025: In the budget session of Chhattisgarh Legislative Assembly, Finance Minister OP Choudhary has presented the second budget of the government, this budget is of Rs 1.41 crore. In the budget, many big gifts have been given to farmers, students, employees, women, farmers and youth. After the knowledge budget last time, this time he presented a speed-based budget. Chhattisgarh Budget 2025-26

Today March Tuesday 3, 2025 , Finance Minister O.P. Choudhary presented the second budget of this government for the financial year 2025-26. While last year’s budget laid the foundation for an inclusive growth, today’s budget is presented as the next step in the development journey.

This is the Silver Jubilee budget of the state and as a tribute to revered Atal Bihari Vajpayee ji, the government is celebrating this year as “Atal Nirman Varsh”.

Last year’s budget focused on “GYAN” (Gareeb, Yuva, Annadaata and Nari), this budget aims to take forward “GYAN” through “GATI” so that the state can be taken further on the path of progress this year and move rapidly towards achieving our goals of 2030.

“GATI” stands for:

G – Good Governance

A – Accelerating Infrastructure

T – Technology

I – Industrial Growth

Good Governance: Improve governance, facilitate better service delivery and enhance citizen participation. Build a more transparent, accountable and inclusive governance framework by promoting innovation and maintaining a citizen-centric approach.
Accelerating Infrastructure Development: Increase investment in infrastructure development projects including roads, bridges, public transport to stimulate economic growth and create employment opportunities.
Technology: Implement cutting edge technology to streamline governance processes, improve transparency and enhance service delivery to citizens.
Industrial Development: Ensure sustained investment and favourable government policies, achieve further progress in key sectors such as steel, power generation and cement for sustained industrial growth and prosperity and strengthen the economic condition of the state. Create a favourable environment for private sector investment through policy reforms, incentives and efforts to further ease of doing business. Also, attract high employment generating industries like textiles.

Fiscal Indicators
At current prices, the Gross State Domestic Product (GSDP) is estimated to grow from ₹5,67,880 crore in 2024-25 to ₹6,35,918 crore in 2025-26, an increase of 12%.

Per capita income for FY 2024-25 is expected to be ₹1,62,870, an increase of over 9%.

As per Quick Estimates for FY 2024-25, the contribution of agriculture sector to GSDP is 17%, industrial sector 48% and service sector 35%.

As a result of the positive efforts made to increase the State’s revenue, the State’s own revenue for FY 2025-26 is estimated to grow by 11% without imposing new taxes or increasing tax rates.

The State’s capital expenditure for FY 2025-26 is proposed to be around Rs 26,341 crore, which is 16% of the total budget and 14% of the State’s GDP. This is the first time since the formation of the State that the State has achieved this feat.

The total revenue surplus in FY 2025-26 is estimated at Rs 2,804 crore.

In FY 2025-26, the State’s gross fiscal deficit is estimated at Rs 22,900 crore out of which Rs 4,000 crore is included as special assistance for capital expenditure. Hence, the State’s net fiscal deficit is estimated at Rs 18,900 crore which is 97% of GSDP. This is within the limit of 3 percent prescribed in the FRBM Act.
Tax proposals
Recognizing the challenges faced by small traders and keeping in mind the need to reduce the burden of tax compliance, the state government has decided to increase the limit of e-way bill from ₹ 50,000 to ₹ 1 lakh.
The state government will encourage small traders and waive VAT liabilities up to ₹ 25,000 in pending cases older than 10 years. This will help more than 40,000 traders and reduce over 62,000 litigation cases.
OTS (One Time Settlement) facility for borrowers of Antrvsya Nigam.
Removal of cess on stamp duty on real estate transactions.
