Changes expand the regulatory framework for ethanol-powered vehicles; motorists advised to follow manufacturers’ fuel compatibility guidance.
Key Highlights
- Amendments to the Central Motor Vehicles Rules recognise E100 alongside E85.
- High-ethanol fuels are permitted only in vehicles specifically designed and certified for their use.
- Existing E20-compatible vehicles do not automatically become suitable for E100.
- The move supports India’s efforts to expand domestic ethanol use and reduce dependence on imported crude oil.
New Delhi: The Union government has amended the Central Motor Vehicles Rules, 1989, to accommodate E100 fuel in compatible flex-fuel vehicles, strengthening the regulatory framework for vehicles capable of operating on high-ethanol fuels. The Ministry of Road Transport and Highways announced the changes on Monday, October 26, as part of efforts to encourage alternative automotive fuels.
What the Amendment Changes
The amendments incorporate E100 alongside E85 in relevant provisions governing vehicle emissions and testing. The notification, dated October 23, specifies that these fuels are intended for vehicles designed by original equipment manufacturers as flex-fuel vehicles.
The change provides a regulatory basis for the development and certification of compatible vehicles. It does not authorise motorists to use E100 in every petrol-powered vehicle.
Vehicle Compatibility Remains Essential
Flex-fuel vehicles use components and engine management systems designed to accommodate varying ethanol concentrations. Their approved fuel range depends on the vehicle’s design and certification.
The ministry has advised motorists to check their vehicle’s fuel compatibility label and follow the owner’s manual when choosing fuel. Conventional petrol vehicles, including those approved only for E20, should not be assumed capable of using E85 or E100.
Supporting Domestic Fuel Production
The government has linked the expansion of flex-fuel technology to greater energy security and increased demand for domestically produced ethanol. The Petroleum Ministry has also identified opportunities to strengthen the rural economy through ethanol production and associated agricultural demand.
India began introducing E85 at selected public-sector oil marketing company outlets earlier this year, supporting the development of a market for vehicles capable of using higher ethanol blends
Regulatory Approval and Fuel Availability
The latest amendment addresses vehicle regulations. The notification itself does not announce a nationwide timetable for the availability of E100 at fuel stations. Its practical adoption will depend on compatible vehicles and an adequate fuel distribution network.
