Kolkata: West Bengal Chief Minister Suvendu Adhikari has constituted a high-level committee to undertake an urgent review of safety arrangements at major Durga Puja pandals across the state following a devastating stampede at the Chorbagan Sarbojanin Durga Puja pandal in Kolkata on Saturday, October 17, 2026, which claimed at least 19 lives and left 25 people injured. The tragedy, occurring during Maha Saptami celebrations, has prompted the state administration to tighten crowd management, inspect temporary structures and ensure that religious festivities do not compromise public safety.

Chief Minister Orders Statewide Safety Inspections

The Chief Minister announced that a high-level committee comprising senior officials from disaster management, fire services and law enforcement would inspect major Durga Puja venues and recommend immediate corrective measures.

The committee will be led by Principal Secretary of Disaster Management Rajesh Sinha, Director General of Fire Services Anuj Sharma and Additional Director General of Police (Law and Order) Javed Shamim.

The inspection team, accompanied by senior police officers and working under the guidance of the Director General of Police, will examine crowd-control arrangements, entry and exit routes, structural stability and emergency preparedness.

The administration has instructed Puja organisers to comply strictly with safety recommendations, particularly at venues expected to attract exceptionally large gatherings during Ashtami and Navami.

‘Human Life Is Much More Valuable Than Themes’: Adhikari

Expressing concern over the tragedy, Chief Minister Adhikari emphasised that public safety must take precedence over elaborate decorative themes and architectural displays.

“Every person’s life has a lot of value. Human life is much more valuable than themes,” Adhikari said while urging Puja committees to cooperate with police and rectify shortcomings in crowd management.

His remarks reflect the administration’s concern that elaborate temporary structures, narrow passageways and insufficient emergency exits can create dangerous conditions when large crowds gather.

The Chief Minister stressed the need for organisers to examine whether decorative arrangements obstruct visitor movement or delay evacuation during emergencies.

Stampede During Maha Saptami Celebrations

The tragedy occurred at the Chorbagan Sarbojanin Durga Puja pandal in north Kolkata on Saturday evening when a large number of devotees had gathered to witness the celebrations.

According to preliminary accounts, sudden rainfall contributed to crowd movement and confusion near the venue. Reports also indicated that announcements made by private security personnel may have triggered a rush among visitors.

Several people reportedly fell as the crowd surged, leading to a stampede.

The precise sequence of events and responsibility for the disaster remain subjects of investigation.

Police and emergency personnel rushed to the site, while injured devotees were taken to Kolkata Medical College and Hospital for treatment.

High-Level Committee to Examine Structural and Emergency Safety

The newly constituted committee has been directed to examine several critical aspects of public safety at prominent Puja venues.

Particular attention will be given to the width and accessibility of emergency exits, adequate lighting, crowd movement, temporary barriers and the structural integrity of pandals.

Authorities have also advised organisers to consider limiting certain religious rituals to inner sanctums where complex decorative arrangements restrict visitor access.

LED screens may be installed outside such venues to allow devotees to participate in the celebrations without entering potentially congested structures.

Temporary rope barricades that create bottlenecks are also expected to come under scrutiny.

The objective is to prevent overcrowding while preserving the religious and cultural significance of Durga Puja.

Government Announces Compensation and Employment Assistance

Chief Minister Adhikari announced financial assistance of ₹25 lakh and a Group D government job for the family of each person who lost their life in the tragedy.

The government has also assured medical assistance to those injured.

The Chief Minister visited Kolkata Medical College and Hospital to review treatment arrangements and meet officials handling the emergency response.

The administration has been directed to extend assistance to affected families and ensure that injured devotees receive appropriate treatment.

Investigation to Determine Responsibility

Alongside the safety review, the state government has initiated a separate investigation into the stampede.

Police have detained individuals associated with the Puja organising committee and private security arrangements for questioning.

Authorities have also been directed to preserve CCTV recordings and other relevant evidence to reconstruct the circumstances leading to the tragedy.

The investigation will examine whether overcrowding, inadequate evacuation arrangements, security instructions or failures in coordination contributed to the loss of lives.

The government has promised a transparent inquiry, while responsibility will be determined on the basis of evidence.

Major Pandals Face Restrictions Following Tragedy

The incident has prompted authorities to restrict public entry at several heavily crowded Durga Puja venues as a precautionary measure.

The Chorbagan pandal was closed following the stampede, while other prominent venues, including Tala Prattoy, also faced temporary restrictions.

With approximately 3,500 Puja pandals operating across Kolkata, the challenge of ensuring adequate security and safe movement of visitors remains substantial.

The administration has appealed to organisers to cooperate with police and emergency services during the remaining festival days.

National Leaders Express Grief Over Loss of Lives

President Droupadi Murmu, Prime Minister Narendra Modi and Union Home Minister Amit Shah expressed condolences over the tragedy.

The Prime Minister announced ex gratia assistance of ₹2 lakh from the Prime Minister’s National Relief Fund for the next of kin of each deceased victim and ₹50,000 for the injured.

Union Home Minister Amit Shah also spoke with Chief Minister Adhikari and cancelled his scheduled Sunday programmes in West Bengal to visit the injured.

Former Chief Minister Mamata Banerjee expressed grief over the loss of lives and prayed for the recovery of those injured.

Festival Safety Must Become a Permanent Administrative Priority

The Kolkata tragedy has renewed concerns over the management of exceptionally large public gatherings during religious festivals.

Durga Puja represents one of India’s most celebrated cultural and religious traditions, attracting millions of visitors to elaborately decorated pandals across West Bengal.

However, the increasing popularity of large-scale thematic installations has also created additional challenges for crowd regulation, emergency access and structural safety.

Experts in crowd management have long emphasised that safe entry and exit routes, real-time monitoring, trained volunteers and effective coordination between organisers and police are essential during mass gatherings.

The Bengal government’s decision to conduct immediate safety inspections represents an important preventive response, but its effectiveness will depend on strict enforcement and continued vigilance.

The loss of 19 lives at a place of worship has demonstrated that no celebration, however grand or culturally significant, can justify compromising human safety. The real measure of administrative preparedness will now lie in ensuring that devotees can celebrate Durga Puja with faith, dignity and confidence in their personal security.
