Bastar to Hold Mega Rehabilitation Camps for Persons with Disabilities

Raipur : The Chhattisgarh Government is preparing a major rehabilitation initiative across Bastar division aimed at providing artificial limbs and assistive devices to persons with disabilities, with particular attention to civilians who lost limbs or suffered permanent injuries in IED explosions linked to Naxal violence.

Deputy Chief Minister Vijay Sharma, reviewing preparations through video conference, directed district administrations to complete all arrangements in a time-bound manner and ensure that no eligible beneficiary in the region is deprived of assistance.

Sharma said the initiative was being pursued as a mission to rehabilitate people whose lives had been affected by Naxalism, particularly victims of IED explosions. The objective, he said, is to provide them with every possible form of assistance, including artificial limbs and other devices that can improve mobility, independence and quality of life.

He instructed officials to prepare final beneficiary lists through Gram Panchayats and Gram Sabhas, with IED-affected persons with disabilities identified separately. Adequate stocks of artificial limbs, tricycles, wheelchairs, calipers and hearing aids are to be made available at the camps.

For beneficiaries who do not possess disability certificates, the Health and Social Welfare departments have been asked to arrange on-site certification so that the absence of documentation does not prevent eligible people from receiving equipment.

The camps will be organised under the Seva Sankalp Abhiyan. District Collectors and Chief Executive Officers have been asked to ensure wide dissemination of information through press conferences, social media and local outreach so that people living in remote areas are aware of the programme.

Scout and Guide volunteers will assist persons with disabilities at the venues, while district administrations have been instructed to provide accessible transportation, meals and drinking water.

Sharma also emphasised a longer-term security objective, directing officials to accelerate verification through Gram Sabhas so that villages meeting the necessary safety conditions can move towards being declared “IED-free villages.”

3,799 beneficiaries identified for the two camps

Bastar Commissioner Doman Singh presented the detailed administrative plan during the high-level video conference.

The first three-day camp will be held from October 5 to 7 in Jagdalpur. Beneficiaries from Bastar district will attend on October 5, those from Narayanpur and Kondagaon on October 6, and beneficiaries from Kanker on October 7. A total of 2,953 beneficiaries have been identified for this camp.

A second three-day camp will be organised from October 15 to 17 at the Police Line premises in Dantewada for 846 beneficiaries from Dantewada, Sukma and Bijapur districts.

Together, the two camps are expected to cover 3,799 identified beneficiaries.

The programme will begin at 8 am each day. District administrations will arrange free transportation and meals for beneficiaries. Participants have been advised to carry proof of identity, such as a copy of their Aadhaar card, along with two passport-size photographs.

A specialist technical team from Jaipur will participate in the camps to provide new devices as well as repair old artificial limbs. Arrangements are also being made for shade, safe drinking water, toilets, uninterrupted electricity, security and basic health screening, including blood pressure and blood sugar tests.

District Panchayat CEOs and senior administrative officers have been assigned nodal responsibilities to supervise the arrangements.

During the meeting, Bastar Collector Akash Chhikara briefed the Deputy Chief Minister about arrangements for the camp involving beneficiaries from Bastar, Kondagaon, Narayanpur and Kanker.

Bastar Superintendent of Police Shalabh Sinha, District Panchayat CEO Tanmay Khanna and other officials attended the video conference from the NIC room at the Collectorate. The review also involved senior police and administrative officers from across Bastar division.
