New Delhi: Chhattisgarh presented an extensive energy development roadmap and investment opportunities worth approximately ₹5.60 lakh crore over the next five years at the India Renewable Energy Summit and Expo 2026 at Bharat Mandapam on Monday, November 2. Chief Minister Vishnu Deo Sai invited domestic and international investors to participate in the state’s expansion of power generation, renewable energy and storage infrastructure.
Prime Minister Narendra Modi inaugurated the four-day summit, which, according to the state release, has drawn participation from more than 130 countries. Sai joined a high-level round-table meeting attended by Union ministers and chief ministers of different states, outlining Chhattisgarh’s resources, planned projects and investment priorities.
Union New and Renewable Energy Minister Pralhad Joshi and Union Minister of State for Power and New and Renewable Energy Shripad Naik were also present.
Green Energy Capacity to Rise Fivefold
Presenting the state’s roadmap, Sai said Chhattisgarh had prepared a comprehensive plan to expand its energy sector. This includes renewable energy projects with a combined capacity of 23,923 MW, involving planned investment of approximately ₹1.33 lakh crore, and around ₹3.27 lakh crore for expanding thermal power generation capacity.
The state aims to increase its green energy capacity from the present 3,000 MW to 15,000 MW by 2030. It is also working towards raising green energy’s share in meeting total electricity demand from approximately 15 per cent to more than 45 per cent.
“We have set a target to increase Chhattisgarh’s green energy capacity from the present 3,000 MW to 15,000 MW by 2030. We are also working to raise the share of green energy in meeting electricity demand from 15 per cent to more than 45 per cent.”
— Vishnu Deo Sai, Chief Minister, Chhattisgarh
Sai said Chhattisgarh would contribute significantly to India’s national goal of developing 500 GW of electricity generation capacity from non-fossil sources by 2030 under Prime Minister Modi’s leadership.
He noted that coal-based thermal power plants in the state currently have a combined generation capacity exceeding 28,000 MW. To meet growing demand, the government is pursuing the balanced development of thermal power, solar energy, hydropower, biomass and energy storage projects.
Pumped Storage and Batteries Offer Major Opportunities
Energy storage emerged as a prominent component of the state’s investment presentation. Sai said storage infrastructure was essential to ensuring reliable and uninterrupted electricity supply as renewable generation expands.
Chhattisgarh has identified 10 pumped-storage hydropower projects with a combined capacity of 12,300 MW. These projects envisage investment of approximately ₹65,000 crore.
The state also plans to establish 10,000 MWh of battery energy storage capacity over the next two years.
Sai highlighted the existing project in Rajnandgaon, where a 100 MW solar installation operates alongside a battery storage system rated at 40 MW/120 MWh.
“We are giving special attention to energy storage facilities to ensure an uninterrupted and reliable power supply. Pumped-storage projects, battery systems and solar energy offer substantial investment opportunities in Chhattisgarh.”
— Vishnu Deo Sai, Chief Minister, Chhattisgarh
Khaira Demonstrates Village-Level Solar Adoption
The Chief Minister cited Khaira in Rajnandgaon district as an example of solar energy reaching rural households. He said it had become Chhattisgarh’s first fully solar-powered village.
All 141 houses in the village have been equipped with rooftop solar panels of 2 kW each, providing a combined installed capacity of 282 kW. These include 93 houses constructed under the Pradhan Mantri Awas Yojana.
Sai said the installations had been provided without any expenditure being borne by the villagers.
He also outlined progress in extending solar energy to homes and agricultural fields across the state. Approximately 1.26 lakh solar installations have been completed under the PM Surya Ghar: Muft Bijli Yojana, according to the figures presented at the summit.
A further 1.66 lakh solar irrigation pumps are supporting irrigation across approximately 1.94 lakh hectares of agricultural land. Solar power projects with a combined capacity of 395 MW are also planned under the PM-KUSUM scheme.
Biofuels and Green Hydrogen in Focus
Sai said Chhattisgarh’s availability of agricultural residue, cattle dung and other organic resources creates opportunities for compressed biogas, bio-ethanol and green hydrogen production.
The government is working to translate these resources into industrial projects and investment opportunities.
Work is progressing towards establishing eight compressed biogas plants with a stated combined capacity of 80 metric tonnes, involving proposed investment of approximately ₹800 crore. Investment proposals worth around ₹6,000 crore received from private investors are also being processed.
The Chief Minister further outlined an investment vision of approximately ₹1.60 lakh crore for various energy projects, including nuclear power plants with a combined capacity of around 4,200 MW.
“Chhattisgarh is moving forward by balancing industrial development, energy security and environmental protection. Our effort is to make the fullest use of the state’s energy potential, establish new industries and create more employment opportunities.”
— Vishnu Deo Sai, Chief Minister, Chhattisgarh
Investors Invited to Partner in State’s Energy Expansion
During the summit, Sai visited Chhattisgarh’s stall, which showcased major energy projects, renewable resources, technology applications and investment opportunities.
He sought details from officials about the projects on display and discussed the state’s energy plans with investors and industry representatives from India and abroad.
The discussions covered Chhattisgarh’s industrial policies, resource availability, expanding infrastructure and opportunities for new projects. Sai assured investors of the government’s commitment to providing a supportive environment for investment.
“The Chhattisgarh government is committed to providing a favourable environment for investment in the energy sector and the establishment of new projects.”
— Vishnu Deo Sai, Chief Minister, Chhattisgarh
Global Platform for Investment and Innovation
According to the state release, the summit runs from November 2 to 5 and includes participation by more than 40 ministers, alongside policymakers, investors and representatives of leading energy companies.
Australia, Denmark, the European Union, France, Germany, the Netherlands, Norway, Sweden and the United Kingdom are participating as country or regional partners.
Chhattisgarh was among 13 states and Union Territories presenting their energy capabilities and investment opportunities on the opening day.
Organised around the theme of “Investment, Innovation and Inspiration”, the summit provides a platform for the state to present its established power generation base alongside its plans for green energy, modern technology and storage infrastructure.
Principal Secretary to the Chief Minister Subodh Kumar Singh and other Chhattisgarh officials were also present.
