Raipur : Chhattisgarh will move into the spotlight of India’s critical-minerals strategy on Monday, August 31, as the Union Ministry of Mines brings prospective investors, mining companies and policymakers together in Nava Raipur for a roadshow centred on the eighth tranche of critical and strategic mineral block auctions.

The event at Mayfair Lake Resort assumes particular significance for Chhattisgarh because five of the 20 blocks being offered in the latest tranche are located in the state. The Chhattisgarh blocks contain minerals including glauconite, vanadium, gallium, titanium and Rare Earth Elements (REE), along with associated deposits such as bauxite, aluminous laterite, phosphorite and limestone.

Chief Minister Vishnu Deo Sai will be the chief guest at the programme. Union Minister of State for Housing and Urban Affairs Tokhan Sahu, Union Minister of State for Coal and Mines Satish Chandra Dubey, Chhattisgarh Mineral Development Corporation Chairman Saurabh Singh, senior officials and representatives of the mining and industrial sectors are expected to attend.

The larger eighth tranche comprises 20 blocks spread across nine states, including three Mining Lease blocks and 17 Composite Licence blocks. Thirteen are newly identified blocks while seven are being offered for a second attempt.

The minerals represented across the auction portfolio include graphite, Rare Earth Elements, rare metals, vanadium, gallium, titanium, molybdenum, tungsten, potash, phosphorite and glauconite.

Their importance extends far beyond the mining industry. Critical minerals are increasingly linked to the manufacture of electric vehicles and batteries, clean-energy systems, electronics and advanced industrial equipment, while several also have applications in defence and aerospace. Developing domestic resources is therefore becoming part of India’s attempt to reduce dependence on external supplies and strengthen strategic mineral security.

From Auction to Actual Mining

The Nava Raipur programme will focus not merely on finding bidders but also on converting mineral discoveries and auctioned blocks into operating projects.

Technical presentations will take investors through the geological potential of the blocks, tender conditions and electronic bidding process. Mineral Exploration and Consultancy Limited (MECL) is scheduled to present the blocks, while SBI Caps will explain the auction and tender framework and MSTC will deal with the e-auction mechanism.

The National Mineral Exploration and Development Trust scheme providing for partial reimbursement of exploration expenditure to eligible Composite Licence holders will also be discussed.

An open-house interaction is expected to give prospective bidders and industry representatives an opportunity to raise questions directly with officials.

Chhattisgarh will simultaneously use the gathering to showcase changes in its own mineral administration. The Tin Portal and e-Ret Sangwari Portal are scheduled to be launched as part of an effort to make mineral-related services more technology-driven and transparent.

Institutional partnerships will also form part of the programme. An agreement involving CMDC and Indian Overseas Bank is proposed, while another MoU with Pt. Ravishankar Shukla University will facilitate training in corundum cutting and polishing.

A publication on minor minerals is scheduled for release and the process for issuing Notices Inviting Tender for three limestone Mining Lease blocks is also proposed.

The programme will subsequently turn its attention to a question that often determines the real economic value of mineral auctions — how quickly successful blocks actually become operational.

Officials are expected to review the progress of major mineral blocks already auctioned and examine issues affecting their operationalisation. Coordination required to move mining projects from auction to production will also be discussed, followed by a proposed mine visit.

The Nava Raipur meeting consequently carries a two-fold significance for Chhattisgarh. It places the state’s mineral potential before prospective investors while connecting it with India’s broader effort to secure minerals increasingly indispensable to modern technology, energy transition and strategic industries.

With five Chhattisgarh blocks forming part of the latest national offering, the roadshow could also provide an early indication of how effectively the state’s traditional strength in mineral resources can be translated into investment in the emerging critical-minerals economy.
