CM seeks Centre’s support for ₹10,500-crore urea project, permanent power connectivity to 461 villages and establishment of an All India Institute of Ayurveda

Raipur: Chief Minister Vishnu Deo Sai on Friday July 31, 2026 met Prime Minister Narendra Modi in New Delhi and held extensive discussions on Chhattisgarh’s long-term development agenda, with special emphasis on the transformation of Bastar, major infrastructure projects and industrial expansion.

During the meeting, the Chief Minister presented the state’s ‘Bastar Vision’, highlighting the region’s transition from decades of conflict to an era of peace, public trust and inclusive development. He also sought the Centre’s support for three key projects expected to strengthen industrial growth, rural connectivity and healthcare infrastructure in the state.

Bastar Moving from Conflict to Confidence

Chief Minister Sai said Bastar is witnessing a historic transformation through a coordinated strategy focused on security, governance and development.

He informed the Prime Minister that significant progress has been achieved in education, healthcare, road and railway infrastructure, electricity, air connectivity, livelihood generation, sports and tourism. The state government’s objective, he said, is to ensure that the gains become permanent and fully integrate Bastar with the mainstream of national development.

₹10,500-Crore Urea Plant Proposed for Rajnandgaon

One of the major proposals placed before the Prime Minister was the early approval of a ₹10,500-crore gas-based urea manufacturing project in Rajnandgaon.

The Chief Minister said land acquisition and state-level approvals have already been completed and requested early clearance from the Centre.

According to the proposal, the project will strengthen fertiliser availability for farmers in Chhattisgarh and neighbouring states while generating substantial industrial investment, direct and indirect employment, and supporting ancillary industries.

Permanent Grid Connectivity for 461 Villages

The Chief Minister also requested special central assistance to provide permanent electricity grid connectivity to 461 villages, particularly in Bastar and other sensitive regions where electricity is currently supplied through off-grid systems because of difficult terrain and past security challenges.

He said reliable grid connectivity would accelerate improvements in education, healthcare, communications, livelihoods and rural entrepreneurship.

Proposal for an All India Institute of Ayurveda

Seeking to strengthen healthcare and research, Chief Minister Sai requested the establishment of an All India Institute of Ayurveda (AIIA) in either Raipur or Bastar.

He noted that Chhattisgarh possesses rich medicinal plant resources and a strong tradition of indigenous healing practices, particularly in tribal regions. A national-level Ayurveda institution, he said, would promote advanced healthcare, education, research and the herbal economy.

‘Bastar Vision’ Reaching 39 Lakh People

The Chief Minister informed the Prime Minister that government welfare programmes under ‘Niyad Nella Nar 2.0’ and ‘Bastar Munne’ are now reaching 5,542 villages, benefiting nearly 39 lakh people.

He highlighted the expansion of welfare schemes including ration distribution, Ayushman Bharat, Jan Dhan accounts, Forest Rights Act implementation and Pradhan Mantri Awas Yojana, stating that governance has reached several remote villages where administrative access was once severely limited.

421 Schools Reopened; New Education Cities Planned

The Chief Minister also briefed the Prime Minister on educational reforms in Bastar.

He said 421 schools, which had remained closed in Left Wing Extremism-affected areas for years, have been reopened.

Building on the successful Dantewada model, the state is also planning to establish new Education Cities at Orchha and Jagargunda, providing tribal students with quality residential education and improved opportunities for higher studies and competitive examinations.

Invitation for ‘Lakhpati Didi Sammelan’

Chief Minister Sai invited Prime Minister Modi to attend the proposed ‘Lakhpati Didi Sammelan’, scheduled to be organised in Raipur in 2027, highlighting the state’s efforts to strengthen women-led rural entrepreneurship and self-help groups.
